Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Finance was held on Monday, April 12, 2021, in the Capitol Extension, Room E1.036, at Austin, Texas.

The chair called the meeting to order at 10:01 AM. There being a quorum present, the following business was transacted:

Senator Lucio assumed the chair.
The chair laid out as a matter of pending business SB 63 and recognized the author, Senator Nelson, to explain the bill.
Senator Nelson moved to reconsider the vote by which the committee substitute was adopted and layout a new committee substitute, without objection, it was so ordered. Senator Nelson moved adoption of the new committee substitute, without objection it was so ordered.
Senator Nelson moved that SB 63 do not pass but that CSSB 63 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 15 ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Nelson moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

The chair laid out as a matter of pending business SB 609. Senator Lucio, Jr. moved adoption of the committee substitute laid out at a previous hearing; without objection, it was so ordered.
Senator Lucio, Jr. moved that SB 609 do not pass but that CSSB 609 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 13 ayes, 2 nays, 0 present not voting, and 0 absent.
The chair laid out as a matter of pending business HB 1195 in lieu of SB 372, and recognized the Senate sponsor, Senator Hancock, to explain the bill.
