Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Jurisprudence was held on Thursday, April 1, 2021, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 9:03 AM. There being a quorum present, the following business was transacted:

 

At 9:04 AM Senator Hinojosa assumed the chair.

 

The chair laid out SB 23 by Senator Huffman as a matter of pending business. Senator Creighton sent up a committee substitute.  The chair recognized Senator Huffman to explain the difference between the committee substitute and the senate bill as filed. Senator Creighton moved the adoption of the committee substitute; without objection, it was so ordered. Senator Huffman moved that SB 23 do not pass but that CSSB 23 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 0 nays, 0 present not voting, and 2 absent.

 

The chair laid out SB 21 by Senator Huffman as a matter of pending business. Senator Huffman sent up a committee substitute.  The chair recognized Senator Huffman to explain the difference between the committee substitute and the senate bill as filed.  Senator Huffman moved the adoption of the committee substitute; without objection, it was so ordered. Senator Huffman moved that SB 23 do not pass but that CSSB 23 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 0 nays, 0 present not voting, and 2 absent.

 

The chair laid out SB 1822 and recognized the author, Senator Huffman, to explain the bill. Senator Huffman sent up a committee substitute.  The chair recognized Senator Huffman to explain the difference between the committee substitute and the senate bill as filed. Senator Huffman moved the adoption of the committee substitute; without objection, it was so ordered. Senator Huffman moved that the committee substitute be left pending; without objection, it was so ordered.

 

The chair laid out SB 1529 and recognized the author, Senator Huffman, to explain the bill. Senator Huffman sent up a committee substitute.  The chair recognized Senator Huffman to explain the difference between the committee substitute and the senate bill as filed.  Senator Huffman moved the adoption of the committee substitute; without objection, it was so ordered. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that public testimony be closed; without objection, it was so ordered. Senator Huffman moved that SB 1529 do not pass but that CSSB 1529 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 2 nays, 0 present not voting, and 0 absent.

 

The chair laid out CSSB 1822 by Senator Huffman as a matter of pending business. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that public testimony be closed; without objection, it was so ordered. Senator Huffman moved that SB 1822 do not pass but that CSSB 1822 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

 

The chair laid out SB 11 and recognized the author, Senator Huffman, to explain the bill. Senator Huffman sent up a committee substitute.  The chair recognized Senator Huffman to explain the difference between the committee substitute and the senate bill as filed.  Senator Huffman moved the adoption of the committee substitute; without objection, it was so ordered. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that public testimony be closed; without objection, it was so ordered. Senator Huffman moved that SB 11 do not pass but that CSSB 11 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 3 ayes, 2 nays, 0 present not voting, and 0 absent.

 

At 1:06 PM Senator Huffman resumed the chair.

 

There being no further business, at 1:07 PM Senator Huffman moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
