Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Jurisprudence was held on Monday, May 3, 2021, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 9:01 AM. There being a quorum present, the following business was transacted:

 

The chair laid out SB 1741 and recognized the author, Senator Birdwell, to explain the bill. Witnesses registering on the bill are shown on the attached list.  Senator Huffman moved that SB 1741 be left pending; without objection, it was so ordered.

 

The chair laid out HB 2586 and recognized the Senate sponsor, Senator Hall, to explain the bill.

Witnesses registering on the bill are shown on the attached list.  Senator Huffman moved that HB 2586 be left pending; without objection, it was so ordered.

 

At 9:29 AM Senator Hinojosa assumed the chair.

 

The chair laid out SB 1370 and recognized the author, Senator Huffman, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that public testimony be closed; without objection, it was so ordered.  Senator Hinojosa moved that SB 1370 be left pending; without objection, it was so ordered.

At 9:50 AM Senator Huffman resumed the chair.

 

The chair laid out HB 10 and recognized the Senate sponsor, Senator Schwertner, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that public testimony be closed; without objection, it was so ordered.  Senator Huffman moved that HB 10 be left pending; without objection, it was so ordered.

 

The chair laid out HB 11 and recognized the Senate sponsor, Senator Schwertner, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that public testimony be closed; without objection, it was so ordered.  Senator Huffman moved that HB 11 be left pending; without objection, it was so ordered.

 

The chair laid out HB 12 and recognized Senator Nathan Johnson, in the absence of the Senate sponsor, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that public testimony be closed; without objection, it was so ordered.  Senator Huffman moved that HB 12 be left pending; without objection, it was so ordered.

 

The chair laid out HB 13 and recognized the Senate sponsor, Senator Schwertner, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that public testimony be closed; without objection, it was so ordered.  Senator Huffman moved that HB 13 be left pending; without objection, it was so ordered.

 

The chair laid out as a matter of pending business HB 2586.  Senator Huffman moved that HB 2586 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Hinojosa moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

There being no further business, at 10:37 AM Senator Huffman moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
