Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Local Government was held on Monday, March 15, 2021, in the Ext. Auditorium.

The chair called the meeting to order at 2:05 PM. There being a quorum present, the following business was transacted:

 

The chair laid out SB 230 and recognized the author, Senator Seliger, to explain the bill.

 

Senator Springer sent up a committee substitute.  The chair recognized Senator Seliger to explain the difference between the committee substitute and the senate bill as filed.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Bettencourt moved that SB 230 be left pending; without objection, it was so ordered.

 

The chair laid out SB 186 and recognized the author, Senator Perry, to explain the bill.

 

The following witnesses registered on the bill (see attached list).

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Bettencourt moved that SB 186 be left pending; without objection, it was so ordered.

 

The chair laid out SB 479 and recognized Senator Paxton, in the absence of the author, to explain the bill.

Senator Bettencourt moved that SB 479 be left pending; without objection, it was so ordered.

 

The chair laid out SB 46 and recognized the author, Senator Zaffirini, to explain the bill.

Senator Bettencourt moved that SB 46 be left pending; without objection, it was so ordered.

 

At 2:51 PM Senator Menéndez assumed the chair.

 

The chair laid out SB 252 and recognized the author, Senator Bettencourt, to explain the bill.

 

Senator Bettencourt sent up a committee substitute.  The chair recognized Senator Bettencourt to explain the difference between the committee substitute and the senate bill as filed.

At 3:29 PM Senator Bettencourt resumed the chair.
