Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Local Government was held on Thursday, March 25, 2021, in the Conference Room 3E.4 at Austin, Texas.

The chair called the meeting to order at 2:59 PM. There being a quorum present, the following business was transacted:

At 3:00 PM Senator Menéndez assumed the chair.

As a matter of pending business, the Chair laid out SB 581. Senator Nichols moved that SB 581 do not pass but that CSSB 581 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

Senator Nichols moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

At 3:02 PM Senator Bettencourt resumed the chair.

As a matter of pending business, the Chair laid out SB 46. Senator Zaffirini sent up Committee Amendment 1 and was recognized to explain it. The Chair left the bill pending.

There being no further business, at 3:10 PM Senator Menéndez moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
