Pursuant to the suspension of Senate Rules 11.10 and 11.18, a public hearing of the Senate Committee on Local Government was held on Saturday, August 7, 2021, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 2:15 PM. There being a quorum present, the following business was transacted:
The following members arrived after the roll was called: Senator Eckhardt, Senator Menendez, Senator Zaffirini.
At 2:19 PM Senator Menéndez assumed the chair.
The chair laid out SB 8 and recognized the author, Senator Bettencourt, to explain the bill.
Witnesses testifying and registering on the bill are shown on the attached list.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Bettencourt moved that SB 8 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 present not voting, and 1 absent.
The chair laid out SB 12 and recognized the author, Senator Bettencourt, to explain the bill.

Senator Eckhardt submitted motions in writing requesting to be shown voting aye on SB 8 and SB 12.
At 2:25 PM Senator Bettencourt resumed the chair.
There being no further business, at 2:26 PM Senator Nichols moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
