Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on State Affairs was held on Monday, March 8, 2021, in the Senate Chamber.

The chair called the meeting to order at 9:06 AM. There being a quorum present, the following business was transacted:

 

Senator Birdwell moved adoption of the committee rules. There being no objection, it was so ordered.

 

The chair laid out SB 198 and recognized the author, Senator Nelson, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Hughes moved that SB 198 be left pending; without objection, it was so ordered.

 

The chair laid out SB 231 and recognized the author, Senator Seliger, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list. Senator Birdwell sent up a committee substitute.  The chair recognized Senator Paxton to explain the difference between the committee substitute and the senate bill as filed.  Senator Birdwell moved that the adoption of the committee substitute; without objection, it was so ordered. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Hughes moved that SB 26 be left pending; without objection, it was so ordered.

 

The chair laid out SJR 27 and recognized the author, Senator Hancock, to explain the bill. Senator Birdwell sent up a committee substitute.  The chair recognized Senator Hancock to explain the difference between the committee substitute and the senate bill as filed.  Senator Birdwell moved that the adoption of the committee substitute; without objection, it was so ordered.  Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Hughes moved that SJR 27 be left pending; without objection, it was so ordered.

 

The chair laid out SB 45 and recognized the author, Senator Zaffirini, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered.

 

At 12:33 PM Senator Birdwell assumed the chair.

The chair recognized Senator Hughes to explain the difference between the committee substitute and the senate bill as filed. Senator Hall moved that the adoption of the committee substitute; without objection, it was so ordered. Witnesses testifying and registering on the bill are shown on the attached list.

 

At 1:23 PM Senator Schwertner assumed the chair.

 

The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Hughes moved that SB 12 be left pending; without objection, it was so ordered.

 

The chair laid out SB 219 and recognized the author, Senator Hughes, to explain the bill.

 

At 1:40 PM Senator Birdwell resumed the chair.
