Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on State Affairs was held on Tuesday, March 16, 2021, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 4:45 PM. There being a quorum present, the following pending business was transacted:
The following members arrived after the roll was called: Senator Donna Campbell and Senator Charles Schwertner.
Senator Birdwell sent up a committee substitute for SB 802. The chair recognized Senator Paxton to explain the difference between the committee substitute and the senate bill as filed. Senator Birdwell moved the adoption of the committee substitute; without objection, it was so ordered. Senator Birdwell moved that SB 802 do not pass but that CSSB 802 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 1 nay, 0 present not voting, and 0 absent.
Senator Birdwell moved the adoption of the committee substitute to SB 9; without objection, it was so ordered. Senator Birdwell moved that SB 9 do not pass but that CSSB 9 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 2 nays, 0 present not voting, and 0 absent.
Senator Campbell moved that SB 30 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Campbell moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
Senator Lucio, Jr. moved the adoption of the committee substitute to SB 394; without objection, it was so ordered. Senator Lucio, Jr. moved that SB 394 do not pass but that CSSB 394 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 2 nays, 0 present not voting, and 0 absent.
Senator Birdwell moved the adoption of the committee substitute to SB 1647; without objection, it was so ordered. Senator Birdwell moved that SB 1647 do not pass but that CSSB 1647 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 2 nays, 0 present not voting, and 0 absent.
Senator Birdwell moved that SB 1173 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 2 nays, 0 present not voting, and 0 absent.
Senator Campbell moved that SB 650 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 2 nays, 0 present not voting, and 0 absent.
Senator Nelson moved that SB 798 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Nelson moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
Senator Birdwell assumed the chair.
Senator Hughes moved the adoption of the committee substitute to SB 8; without objection, it was so ordered. Senator Hughes moved that SB 8 do not pass but that CSSB 8 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 2 nays, 0 present not voting, and 0 absent.
Senator Hughes resumed the chair.
There being no further business, at 4:56 PM Senator Hughes moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
