Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on State Affairs was held on Monday, March 22, 2021, in the Senate Chamber.

The chair called the meeting to order at 9:12 AM. There being a quorum present, the following business was transacted:
At 9:14 AM Senator Birdwell assumed the chair.
Senator Hughes sent up a committee substitute to SB 808. The chair recognized Senator Hughes to explain the difference between the committee substitute and the senate bill as filed. Senator Hughes moved the adoption of the committee substitute; without objection, it was so ordered. Senator Hughes moved that SB 808 do not pass but that CSSB 808 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 0 nays, 0 present not voting, and 2 absent. Senator Hughes moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
Senator Hughes sent up a committee substitute to SB 219. The chair recognized Senator Hughes to explain the difference between the committee substitute and the senate bill as filed. Senator Hughes moved the adoption of the committee substitute; without objection, it was so ordered. Senator Hughes moved that SB 219 do not pass but that CSSB 219 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 1 nay, 0 present not voting, and 2 absent.
At 9:20 AM Senator Hughes resumed the chair.
The chair advised that SB 7 had been tagged pursuant to Senate Rule 11.19 and would not be heard.
The chair advised that SB 1112 had been tagged pursuant to Senate Rule 11.19 and would not be heard.
The chair advised that SB 1113 had been tagged pursuant to Senate Rule 11.19 and would not be heard.
The chair advised that SB 1114 had been tagged pursuant to Senate Rule 11.19 and would not be heard.
The chair advised that SB 1235 had been tagged pursuant to Senate Rule 11.19 and would not be heard.
There was no action taken for the following bill(s): SB 1018, SB 1116, and SB 1234.
There being no further business, at 9:20 AM Senator Hughes moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
