Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on State Affairs was held on Thursday, April 29, 2021, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 8:12 AM. There being a quorum present, the following business was transacted:

 

The chair laid out SB 2233 and recognized the author, Senator Menéndez, to explain the bill. Senator Powell sent up a committee substitute.  The chair recognized Senator Menéndez to explain the difference between the committee substitute and the senate bill as filed.  Senator Hughes moved that SB 2233 be left pending; without objection, it was so ordered.

 

The chair laid out SB 2232 and recognized the author, Senator Hall, to explain the bill.  Senator Hall sent up a committee substitute.  The chair recognized Senator Hall to explain the difference between the committee substitute and the senate bill as filed.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Hughes moved that SB 2232 be left pending; without objection, it was so ordered.

 

The chair laid out SB 2011 and recognized the author, Senator Menéndez, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Hughes moved that SB 2011 be left pending; without objection, it was so ordered.

 

At 9:03 AM Senator Campbell assumed the chair.

 

The chair laid out HB 574 and recognized Senator Hughes, in the absence of the Senate sponsor, to explain the bill.  Senator Hughes sent up a committee substitute.  The chair recognized Senator Hughes to explain the difference between the committee substitute and the house bill as engrossed. Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Campbell moved that HB 574 be left pending; without objection, it was so ordered.

 

The chair laid out HB 867 and recognized the Senate sponsor, Senator Hughes, to explain the bill.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Campbell moved that HB 867 be left pending; without objection, it was so ordered.

The chair laid out HB 1622 and recognized the Senate sponsor, Senator Hughes, to explain the bill.  Senator Campbell moved that HB 1622 be left pending; without objection, it was so ordered.

 

At 9:24 AM Senator Hughes resumed the chair.

 

The chair laid out SB 919 and recognized the author, Senator Powell, to explain the bill.  Senator Powell sent up a committee substitute.  The chair recognized Senator Powell to explain the difference between the committee substitute and the senate bill as filed.  Witnesses testifying and registering on the bill are shown on the attached list.  The chair moved that the public testimony be closed; without objection, it was so ordered.  Senator Hughes moved that SB 919 be left pending; without objection, it was so ordered.

 

The chair laid out HB 1082 and recognized the Senate sponsor, Senator Zaffirini, to explain the bill.  Senator Hughes moved that HB 1082 be left pending; without objection, it was so ordered.
