Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on State Affairs was held on Saturday, July 10, 2021, in the Capitol Extension Auditorium, E1.004.

The chair called the meeting to order at 11:16 AM. There being a quorum present, the following business was transacted:

At 11:22 AM Senator Birdwell assumed the chair.

The chair laid out SB 1 and recognized the author, Senator Hughes, to explain the bill.

Senator Hughes sent up Committee Amendment 1 and was recognized to explain the amendment. Committee Amendment 1 was left pending.

Senator Hughes sent up Committee Amendment 2 and was recognized to explain the amendment. Committee Amendment 2 was left pending.

Senator Hughes sent up Committee Amendment 3 and was recognized to explain the amendment. Committee Amendment 3 was left pending.

Senator Hughes sent up Committee Amendment 4 and was recognized to explain the amendment. Committee Amendment 4 was left pending.

Senator Hughes sent up Committee Amendment 5 and was recognized to explain the amendment. Committee Amendment 5 was left pending.

Senator Hughes sent up Committee Amendment 6 and was recognized to explain the amendment. Committee Amendment 6 was left pending.

Senator Hall sent up Committee Amendment 8 and was recognized to explain the amendment. Committee Amendment 8 was left pending.

Senator Hall sent up Committee Amendment 9 and was recognized to explain the amendment. Committee Amendment 9 was left pending.

The chair laid out SB 31 and recognized the author, Senator Perry, to explain the bill.  Senator Birdwell moved that SB 31 be left pending; without objection, it was so ordered.

Witnesses testifying and registering on SB 1 and SB 31 are shown on the attached list.

At 2:06 PM Senator Schwertner assumed the chair.

At 2:39 PM Senator Birdwell resumed the chair.

At 7:33 PM Senator Schwertner assumed the chair.

At 8:43 PM Senator Birdwell resumed the chair.

The chair moved that the public testimony be closed; without objection, it was so ordered.

At 1:26 AM Senator Hughes resumed the chair.

There being no further business, at 1:35 AM Senator Hughes moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
