Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on State Affairs was held on Tuesday, August 10, 2021, in the Senate Chamber.

The chair called the meeting to order at 10:07 AM. There being a quorum present, the following business was transacted:
The chair laid out SB 5 and recognized the author, Senator Hughes, to explain the bill.
Witnesses testifying and registering on the bill are shown on the attached list.
The chair moved that the public testimony be closed; without objection, it was so ordered.
At 10:42 AM Senator Hughes moved that the Committee stand recessed until noon. Without objection, it was so ordered.
At 12:14 PM Senator Hughes reconvened the meeting.
The chair laid out SB 3 and recognized the author, Senator Hughes, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list.
At 12:57 PM Senator Birdwell assumed the chair.
The chair moved that the public testimony be closed; without objection, it was so ordered.
The committee stood at ease until 2:06 p.m.
At 2:06 PM Senator Birdwell reconvened the meeting.
Senator Hughes moved that SB 3 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 3 nays, 0 present not voting, and 0 absent.
At 2:07 PM Senator Hughes resumed the chair.
There being no further business, at 2:07 AM Senator Hughes moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
Pursuant to a Motion by Senator Hughes to suspend Senate Rules 11.10 and 11.18, at 4:14 PM Senator Hughes reconvened the meeting.
At 4:15 PM Senator Birdwell assumed the chair.
The chair laid out SB 5 as a matter of pending business. Senator Hughes moved that SB 5 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 3 nays, 0 present not voting, and 0 absent.
At 4:15 PM Senator Hughes resumed the chair.
There being no further business, at 4:15 PM Senator Hughes moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
