Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on State Affairs was held on Monday, October 4, 2021, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 9:06 AM. There being a quorum present, the following business was transacted:
The chair laid out SB 47 and recognized the author, Senator Bettencourt, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Hughes moved that SB 47 be left pending; without objection, it was so ordered.
The chair laid out SB 9 and recognized the author, Senator Hughes, to explain the bill. Witnesses testifying and registering on the bill are shown on the attached list. The chair moved that the public testimony be closed; without objection, it was so ordered. Senator Hughes moved that SB 9 be left pending; without objection, it was so ordered.
At 10:34 AM Senator Hughes moved that the Committee stand recessed until after adjournment of the Senate. Without objection, it was so ordered.
At 7:33 PM Senator Hughes reconvened the meeting.
Pursuant to a motion made by Senator Hughes to suspend Senate Rules 11.18 and 11.19, the chair laid out SB 10 and recognized the author, Senator Hughes, to explain the bill. No witnesses registered or testified on the bill.
At 7:35 PM Senator Birdwell assumed the chair.
Senator Hughes moved that SB 10 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 2 nays, 0 present not voting, and 1 absent.
At 7:35 PM Senator Hughes resumed the chair.
The chair laid out as a matter of pending business SB 47. Senator Hall moved that SB 47 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 2 nays, 0 present not voting, and 0 absent.

At 7:39 PM Senator Birdwell assumed the chair.
Senator Hughes moved that SB 9 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 2 nays, 0 present not voting, and 0 absent.
At 7:40 PM Senator Hughes resumed the chair.
Senator Nelson submitted a Motion in Writing.
There being no further business, at 7:40 PM Senator Hughes moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
