Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on State Affairs was held on Thursday, December 15, 2022, in the Marshall, Texas.

The chair called the meeting to order at 9:15 AM. There being a quorum present, the following business was transacted:

The Chair recognized Senator Lucio for remarks.  The Chair also recognized other members of the Committee to make farewell remarks for Senator Lucio, whom is retiring from the Texas Senate.

The Committee heard invited and public testimony on the following interim charge:

Investment Practices – Study the investment practices of financial services firms and how those practices affect the state’s public pensions.  Make recommendations to ensure the state’s public pension funds are not being invested to further political or social causes.

At 11:58 AM, the Committee stood in recess for a 30 minute lunch at the call of the chair.

At 12:30 PM, the Senator Birdwell reconvened the meeting.

At 1:19 PM Senator Hughes assumed the chair.

Witnesses testifying are shown on the attached list. Public testimony was closed at 4:58 PM

There being no further business, at 4:58 PM Senator Hughes moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
