Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Natural Resources & Economic Development was held on Monday, May 10, 2021, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 6:32 PM. There being a quorum present, the following business was transacted:

 

The chair laid out as a matter of pending business HB 636.

 

Senator Zaffirini moved that HB 636 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent.

 

The chair laid out as a matter of pending business HB 1680.

 

 

Senator Zaffirini moved that HB 1680 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Zaffirini moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business HB 1799.

 

Senator Zaffirini moved that HB 1799 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Zaffirini moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business HB 2404.

 

Senator Zaffirini sent up a committee substitute. Senator Zaffirini moved adoption of the committee substitute; without objection, it was so ordered. 

 

Senator Zaffirini moved that HB 2404 do not pass but that CSHB 2404 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Zaffirini moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business HB 3794 in lieu of SB 1468 which was left pending from a previous hearing.

 

Senator Hinojosa moved that HB 3794 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Hinojosa moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.
