Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Health & Human Services was held on Wednesday, March 10, 2021, in the Senate Chamber.

The chair called the meeting to order at 8:37 AM. There being a quorum present, the following business was transacted:
Senator Perry moved adoption of the committee rules. There being no objection, it was so ordered.
The Chair made opening remarks and introduced committee staff. The Chair recognized other members to make opening remarks and introduce their staff representatives.
At 8:53 AM Senator Perry assumed the chair.
The chair laid out SJR 19 and recognized the author, Senator Kolkhorst, to explain the bill.
Senator Seliger sent up a committee substitute. The chair recognized Senator Kolkhorst to explain the difference between the committee substitute and the senate bill as filed.
Senator Kolkhorst moved that SJR 19 be left pending; without objection, it was so ordered.
The chair laid out SB 25 and recognized the author, Senator Kolkhorst, to explain the bill.
Senator Kolkhorst sent up a committee substitute. The chair recognized Senator Kolkhorst to explain the difference between the committee substitute and the senate bill as filed.
Senator Perry moved that SB 25 be left pending; without objection, it was so ordered.
At 8:56 AM Senator Kolkhorst resumed the chair.
The Chair called the following invited witnesses to provide testimony on COVID Updates and Medical Responses. (See attached witness list).
At 11:53 AM Senator Campbell assumed the chair.
At 12:00 PM Senator Kolkhorst resumed the chair.
At 1:24 PM Senator Campbell assumed the chair.
Witnesses testifying and registering on SJR 19 and SB 25 are shown on the attached list.
The chair moved that the public testimony be closed; without objection, it was so ordered.
The chair laid out as a matter of pending business SJR 19.
Senator Perry moved that the adoption of the committee substitute; without objection, it was so ordered.
Senator Kolkhorst moved that SJR 19 do not pass but that CSSJR 19 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senators Buckingham and Seliger submitted motions in writing requesting to be shown voting aye on CSSJR 19.
The chair laid out as a matter of pending business SB 25.
Senator Perry moved that the adoption of the committee substitute; without objection, it was so ordered.
Senator Kolkhorst moved that SB 25 do not pass but that CSSB 25 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senators Buckingham and Seliger submitted motions in writing requesting to be shown voting aye on CSSB 25.
At 2:17 PM Senator Kolkhorst resumed the chair.
There being no further business, at 2:18 PM Senator Kolkhorst moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
