Pursuant to suspension of Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Health & Human Services was held on Monday, April 26, 2021, in the Press Room at Austin, Texas.

The chair called the meeting to order at 6:00 PM. There being a quorum present, the following business was transacted:
Senator Perry assumed the chair.
The chair laid out as a matter of pending business SB 1149 and recognized the author, Senator Kolkhorst, to explain the bill.
Senator Hall sent up a committee substitute. The chair recognized Senator Kolkhorst to explain the difference between the committee substitute and the senate bill as filed. Senator Hall then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Campbell moved that SB 1149 do not pass but that CSSB 1149 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.
The chair laid out as a matter of pending business SB 1575 and recognized the author, Senator Kolkhorst, to explain the bill.
Senator Seliger sent up a committee substitute. The chair recognized Senator Kolkhorst to explain the difference between the committee substitute and the senate bill as filed.
Senator Miles then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Miles moved that SB 1575 do not pass but that CSSB 1575 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Miles moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Buckingham sent up a committee substitute. The chair recognized Senator Kolkhorst to explain the difference between the committee substitute and the senate bill as filed. Senator Powell then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Powell moved that SB 2028 do not pass but that CSSB 2028 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

Senator Blanco sent up a committee substitute. The chair recognized Senator Blanco to explain the difference between the committee substitute and the senate bill as filed.
Senator Perry then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Perry moved that SB 171 do not pass but that CSSB 171 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Perry moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

Senator Perry moved that SB 866 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 5 ayes, 4 nays, 0 present not voting, and 0 absent.

Senator Perry moved that SB 1616 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 3 nays, 0 present not voting, and 0 absent.

Senator Perry then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Perry moved that SB 1921 do not pass but that CSSB 1921 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.
There being no further business, Senator Campbell moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
