Amend HB 4 (house committee printing) as follows:
(1) On page 2, between lines 26 and 27, insert the following appropriately lettered subsection:
(____) As soon as practicable after an individual's arrest under this section, the arresting officer shall provide to the individual the following written information in English, Spanish, Vietnamese, Chinese, Tagalog, German, and Arabic:
(1) the arresting officer's name, position, badge number or other equivalent identifier, and employing law enforcement agency;
(2) the criminal case number for the offense; and
(3) the immigration and asylum information manual described by Section 405.025, Government Code, in the applicable language of the arrested individual.
(2) Add the following appropriately numbered SECTION to the bill and renumber subsequent SECTIONS of the bill accordingly:
SECTION ____. Subchapter B, Chapter 405, Government Code, is amended by adding Section 405.025 to read as follows:
Sec. 405.025. IMMIGRATION AND ASYLUM INFORMATION MANUAL. The secretary of state, in consultation with United States Immigration and Customs Enforcement, shall develop and publish on the secretary of state's Internet website a written manual that includes the following information in English, Spanish, Vietnamese, Chinese, Tagalog, German, and Arabic:
(l) an individual's right to seek asylum in the United States, including information regarding eligibility for asylum and the process for applying for asylum;
(2) information regarding methods for entering the United States lawfully; and
(3) information regarding the process for granting power of attorney to secure temporary care of their children.
