Amend HB 4 (house committee report) as follows:

(1)  On page 1, between lines 7 and 8, insert the following:

SECTION 1. It is the intent of the legislature to discourage the detention, removal, or incarceration of women and minors under this Act.

(2)  Renumber subsequent SECTIONS of the bill accordingly.
