A BILL TO BE ENTITLED
 
AN ACT
  relating to making an appropriation for the construction,
  operation, and maintenance of border barrier infrastructure.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  APPROPRIATION TO TRUSTEED PROGRAMS WITHIN THE
  OFFICE OF THE GOVERNOR. (a) The amount of $1,500,000,000 is
  appropriated from the general revenue fund to the Trusteed Programs
  within the Office of the Governor for use during the two-year period
  beginning on the effective date of this Act for the construction,
  operation, and maintenance of border barrier infrastructure.
         (b)  The Trusteed Programs within the Office of the Governor
  may not contract with any known antisemitic, white supremacist, or
  other known hate group to construct, operate, or maintain border
  barrier infrastructure for which money is appropriated under
  Subsection (a) of this section.
         SECTION 2.  PROHIBITION ON THE USE OF FUNDS. The money
  appropriated by this Act may not be used to:
         (a)  acquire property through the exercise of eminent
  domain;
         (b)  build a barrier along this state's international border
  with Mexico on property acquired through the exercise of eminent
  domain;
         (c)  acquire property for a barrier that abuts the
  jurisdictional boundary between this state and another U.S. state;
  or
         (d)  build a barrier that abuts the jurisdictional boundary
  between this state and another U.S. state.
         SECTION 3.  EFFECTIVE DATE. This Act takes effect
  immediately if it receives a vote of two-thirds of all the members
  elected to each house, as provided by Section 39, Article III, Texas
  Constitution.  If this Act does not receive the vote necessary for
  immediate effect, this Act takes effect on the 91st day after the
  last day of the legislative session.
