R E S O L U T I O N
         WHEREAS, Madison Swain achieved great distinction with her
  exceptional performance in the 2023 Miss Juneteenth USA Pageant,
  which took place in Philadelphia, Pennsylvania, on October 14,
  2023; and
         WHEREAS, Established in 2020, the National Miss Juneteenth
  Scholarship Pageant Program promotes community service, education,
  and cultural awareness while celebrating Juneteenth, a holiday
  commemorating the end of slavery in the United States; the program
  provides African American youth from across the country with the
  opportunity to earn scholarship prizes, and the Miss Juneteenth USA
  pageant is open to young women ages 15 to 18; and
         WHEREAS, Ms. Swain represented Texas at the 2023 Miss
  Juneteenth USA Pageant, where she was named first runner-up; she
  also took home first place in the talent portion of the contest and
  second place for her essay; she was previously crowned
  Ms. Juneteenth at the Juneteenth Development Inc. Scholarship Gala
  in Galveston County, and over the course of her reign, she has
  participated in events such as Galveston's Juneteenth parade, and
  she has visited schools and churches to speak with young people; and
         WHEREAS, A skilled dancer, Ms. Swain previously served as
  colonel of the Stingarette Drill Team at Texas City High School, and
  following her graduation, she was recruited by the award-winning
  Buccaneers Dance Team at Blinn College in Brenham; she plans to
  pursue a career as a dance teacher; and
         WHEREAS, Through her participation in the 2023 Miss
  Juneteenth USA Pageant, Madison Swain has served as an inspiring
  role model and ambassador for the Lone Star State, and it is a
  pleasure to honor her for this notable achievement; now, therefore,
  be it
         RESOLVED, That the House of Representatives of the 88th Texas
  Legislature, 3rd Called Session, hereby congratulate Madison Swain
  on being named the first runner-up at the 2023 Miss Juneteenth USA
  Pageant and extend to her sincere best wishes for continued
  success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Swain as an expression of high regard by the Texas
  House of Representatives.
