R E S O L U T I O N
         WHEREAS, Chris Brown of Sulphur Springs concluded his tenure
  as executive director of the Ark-Tex Council of Governments on
  September 8, 2023, after nearly a decade of outstanding service;
  and
         WHEREAS, Since joining the ATCOG board in 2002, Mr. Brown
  benefited the organization in a number of capacities, including as
  a member of the executive committee and as treasurer, and he took
  office as executive director on January 2, 2014; he has further
  distinguished himself as a board member of the National Association
  of Development Organizations, which he currently serves as first
  vice president; along the way, he has ably led the Ark-Tex Regional
  Development Company, the Northeast Texas Economic Development
  District, the rural and urban Transit Districts, and the Regional
  Transportation Planning Organization; and
         WHEREAS, This esteemed Texan entered public service when he
  became a member of the Sulphur Springs Planning and Zoning
  Commission Board; in 2002, he was elected to the city council, and
  over the course of his tenure, he completed terms as mayor and mayor
  pro tempore; he went on to serve as Hopkins County Judge from 2011
  to 2014; in addition, he has been involved in numerous other civic
  organizations and boards, including the Hopkins County Hospital
  District, the Hopkins County Chamber of Commerce, and the Texarkana
  Metropolitan Planning Organization; he recently accepted the
  position of executive director of the Sulphur Springs Economic
  Development Corporation; and
         WHEREAS, Mr. Brown is a partner and cofounder of RE/MAX
  Advanced in Sulphur Springs, and he has been involved in both
  commercial and residential development; he holds a bachelor's
  degree from Texas A&M University-Commerce; and
         WHEREAS, Through his dedication, leadership, and expertise,
  Chris Brown has greatly advanced the important mission of ATCOG,
  and he has earned the lasting respect and admiration of his
  colleagues and fellow Texans alike; now, therefore, be it
         RESOLVED, That the Senate of the 88th Texas Legislature, 3rd
  Called Session, hereby congratulate Chris Brown on his retirement
  as executive director of the Ark-Tex Council of Governments and
  extend to him sincere best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Brown as an expression of high regard by the Texas
  Senate.
