Amend SB 3 (house committee printing) on page 1 as follows:

(2)  Between lines 22 and 23, insert the following:

(c)  The Trusteed Programs within the Office of the Governor may use money appropriated under Subsection (a) of this section to construct, operate, or maintain border barrier infrastructure only if the governor, in accordance with Sections 316.023 and 316.024, Government Code, makes a finding, after a public hearing, that the infrastructure proposed to be constructed, operated, or maintained is an effective means of significantly reducing the number of individuals unlawfully crossing this state's international border with Mexico.
