Amend SB 3 (house committee printing) as follows:

(1)  On page 1, line 23, insert "SECTION 2. VOTER APPROVAL. Before any funds appropriated by this act may be used to construct a border barrier, the Secretary of State must conduct an election on the next uniform election date after passage of this bill on the question allowing or disallowing the use of appropriated funding to be used for the constructing a border wall."

(2)  "Funds appropriated under this section may only be used if the vote on the question of the use of funds to construct a border wall pass."

(3)  On page 1, line 23, strike "2" and add "3".
