Amend SB 3 (house committee report) on page 1, between lines 22 and 23, by inserting the following appropriately lettered subsection:

(____)  Money appropriated by Subsection (a) of this section may not be spent to construct a physical barrier along this state's international border with Mexico unless the United States Fish and Wildlife Service determines that the proposed construction project complies with 16 U.S.C. Sections 1538 and 1539.
