Amend CSHB 5 (house committee report) as follows:
(1) On page 19, lines 4 to 6, strike "The governing body may approve an application only if the comptroller recommends the application be approved." and substitute the following:
(b) The governing body of a school district may approve an application only if:
(1) the comptroller recommends the application be approved; and
(2) in the preceding school year, the district used at least 50 percent of the district's maintenance and operations expenditures to pay the salaries of and provide employment benefits to full-time classroom teachers.
