Amend HB 899 (house committee report) on page 1 as follows:

(1)  On line 8, between "REGULATE." and "To", insert "(a)".

(2)  Between lines 12 and 13, insert the following:

(b)  This section does not authorize the commissioners court of a county to regulate the use of fireworks.

(3)  On line 14, between "person" and "violates", insert "on three or more occasions".
