Amend CSHB 2127 (house committee printing) on page 2, line 6, between the semicolon and "and", by inserting the following appropriately numbered subdivision and renumbering subsequent subdivisions accordingly:

(____)  does not affect the authority of a municipality or county to adopt, enforce, or maintain an ordinance, order, or rule that does not conflict with state or federal law and protects existing wetlands by:

(A)  restricting certain types of development; or

(B)  providing rebates;
