Amend HR 4 (adopting the permanent rules of the house) on page 6, line 5, by inserting new Section 9A as follows:
Sec. 9A. TIMING OF RAISING POINT OF ORDER. A point of order against further consideration of a bill or resolution the basis for which existed prior to the legislative day on which the bill or resolution is scheduled to be considered on a calendar must be raised before the house considers the first bill or resolution on that legislative day. The point of order may be raised by presenting it, orally or in writing, to the speaker or parliamentarian on the dais, or by seeking recognition under Rule 5, Section 24. The speaker shall announce the ruling on the point of order no later than when the place on the calendar for consideration of the bill or resolution is reached.
