Amend CSSB 14 (house committee report) on page 3 as follows:
(1) On line 23, strike "or".
(2) On line 26, between "testing" and the underlined period, insert:
; or
(C) has a written diagnosis of gender dysphoria from at least two individuals, each of whom:
(i) is either a physician, health care provider, or non-physician mental health professional, as defined by Section 571.003; and
(ii) agrees that the procedures or treatments are necessary to prevent severe physical, emotional, or psychological harm to the child
