Amend SB 1403 (house committee printing) as follows:

(1)  On page 1, line 10, strike "shall" and substitute "may".

(2)  Strike SECTION 2 of the bill (page 2, line 4).

(3)  Add the following appropriately numbered SECTION to the bill and renumber the SECTIONS of the bill accordingly:

SECTION ____.  This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution.  If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2023.
