BACKGROUND AND PURPOSE

 

Pete and Nelda Laney have provided countless hours of public service and financial support to the State of Texas. Pete Laney served for 34 years as a state representative and five terms as speaker of the House of Representatives. Mr. Laney was known for his bipartisan approach to politics, always appointing committee chairs based on their abilities and not their party affiliation. Nelda Laney taught school in Hale Center and went on to establish herself as a dynamic volunteer, not only in West Texas but in Austin as well. Mrs. Laney was the co-chair of the Capitol Fund Drive and served as vice-chair of the Texas Capitol Restoration Celebration. She raised millions of dollars for the preservation of the Capitol. H.B. 2335 seeks to honor Pete and Nelda Laney by designating a portion of U.S. Highway 87 in Hale County as the Pete and Nelda Laney Highway.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2335 amends the Transportation Code to designate the portion of U.S. Highway 87 in Hale County between its intersections with FM 1914 and U.S. Highway 70 as the Pete and Nelda Laney Highway. The bill requires the Texas Department of Transportation, subject to a grant or donation of funds, to do the following:

·         design and construct markers indicating the designation as the Pete and Nelda Laney Highway and any other appropriate information; and

·         erect a marker at each end of the highway and at appropriate intermediate sites along the highway.

 

EFFECTIVE DATE

 

September 1, 2023.
