AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
The federal REAL ID standards require driver's licenses and identification cards to contain a photograph of the licensee or card holder as a form of increased security. H.B. 3643 seeks to repeal the authority of the Department of Public Safety of the State of Texas (DPS) to issue temporary driver's licenses that do not contain a photograph, since they are not REAL ID compliant. H.B. 3643 repeals Section 521.124, Transportation Code, which authorizes DPS to issue a temporary driver's license without a photograph.
H.B. 3643 amends current law relating to the issuance of a temporary license by the Department of Public Safety.
RULEMAKING AUTHORITY
This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
SECTION BY SECTION ANALYSIS
SECTION 1. Repealer: Section 521.124 (Temporary License; Issued Without Photograph), Transportation Code.
SECTION 2. Effective date: September 1, 2023.
