BACKGROUND AND PURPOSE
Under current law, a public school district or open-enrollment charter school is required to notify the commissioner of education regarding the district's or school's disposal of any printed instructional material determined not to be needed by the district or school, resulting in unnecessary work for the district or school and the Texas Education Agency. H.B. 3832 seeks to eliminate this inefficiency by removing the requirement for a district or charter school to provide notification regarding the disposal of instructional material.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 3832 amends the Education Code to remove the requirement for the board of trustees of a public school district or the governing body of an open-enrollment charter school to notify the commissioner of education of the disposal of any printed instructional material.
