BACKGROUND AND PURPOSE

 

A need exists for professional expertise in the management of the oral health improvement services program to ensure it better serves Texans. Appointing a dentist to manage and oversee the program would help ensure that the program is equipped to handle emerging dental health challenges and trends. H.B. 5058 aims to enhance the program's effectiveness by requiring the executive commissioner of the Health and Human Services Commission to appoint a dental director for the program who is a dentist.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 5058 amends the Health and Safety Code to require the executive commissioner of the Health and Human Services Commission to appoint for the oral health improvement services program a dental director who is a state-licensed dentist.

 

EFFECTIVE DATE

 

September 1, 2023.
