BACKGROUND AND PURPOSE

 

The Port of Beaumont Navigation District of Jefferson County, Texas, also known as The Port of Beaumont, is proposing an increase in monthly compensation for the board of commissioners from $500 to $750 and for the president of the board from $550 to $800. Commissioner compensation was last updated 18 years ago, in 2005, and is less than that of comparable districts such as Port Arthur, where commissioners are paid $1,350 and $1,300 per month. H.B. 5319 seeks to provide this increase in compensation.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 5319 amends the Special District Local Laws Code to increase the compensation of a board commissioner of the Port of Beaumont Navigation District of Jefferson County from $500 per month to $750 per month for the commissioner's services and to increase the compensation for a commissioner serving as the president of the board from $550 per month to $800 per month.

 

EFFECTIVE DATE

 

September 1, 2023.
