BACKGROUND AND PURPOSE

 

Current law establishes that the juvenile board of Navarro County is composed of the district judges in the county, the criminal district attorney, and the county judge. Since the time at which this composition was set in statute, a county court at law has been established in the county. This county court at law has juvenile jurisdiction but its judge is currently not a member of the juvenile board. H.B. 5370 would add the judges of the county courts at law in the county to the composition of the juvenile board of Navarro County.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 5370 amends the Human Resources Code to expand the composition of the juvenile board of Navarro County to include the judges of the county courts at law in the county.
