AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

The city of Grand Prairie will host the first season of Major League Cricket (MLC) beginning in July 2023. Matches will take place in a newly constructed cricket venue, Grand Prairie Stadium. The season will feature 19 matches played over 18 days with the championship final occurring on July 30, 2023.

 

S.B. 874 a series of matches or competitions within the T20 World Cup, sanctioned by the International Cricket Council or Major League Cricket to the list of events eligible for participation in the Major Events Reimbursement Program. The bill also adds the International Cricket Council and Major League Cricket to the list of site selection organizations in this section of the Code.

 

Because cricket is an international sport, T20 World Cup events could take place in multiple nations. S.B. 874 specifies cricket events that qualify under proposed new statutory sections (3)(BB)(i) and (BB)(ii) qualify even if a portion of the event takes place in another country.

 

C.S.S.B. 874 amends current law relating to the eligibility of certain cricket events for funding under the major events reimbursement program.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Reenacts Section 478.0001(3), Government Code, as amended by Chapters 10 (H.B. 1472), 102 (S.B. 1265), 605 (S.B. 1155), and 915 (H.B. 3607), Acts of the 87th Legislature, Regular Session, 2021, and amends it, as follows:

 

(3) Provides that "event" means any of certain events and any activity related to or associated with them, including a series of cricket matches or competitions within either the T20 World Cup, sanctioned by the International Cricket Council, or Major League Cricket. Makes nonsubstantive changes.

 

SECTION 2. Reenacts Section 478.0001(7), Government Code, as amended by Chapters 10 (H.B. 1472), 102 (S.B. 1265), and 915 (H.B. 3607), Acts of the 87th Legislature, Regular Session, 2021, and amends it, as follows:

 

(7) Provides that "site selection organization" means certain entities, including the International Cricket Council or Major League Cricket. Makes nonsubstantive changes.

 

SECTION 3. Amends Section 478.0051, Government Code, by adding Subsection (c), as follows:

 

(c) Authorizes an event described by Section 478.0001(3)(BB), notwithstanding Subsection (b) (relating to authorizing a listed event eligible for funding to receive funding through the program in certain circumstances), to receive funding through the major events reimbursement program if a portion of the event is held at one or more sites located in another state or country.

 

SECTION 4. Provides that this Act, to the extent of any conflict, prevails over another Act of the 88th Legislature, Regular Session, 2023, relating to nonsubstantive additions to and corrections in enacted codes.

 

SECTION 5. Effective date: September 1, 2023.
