AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

Interested parties have wanted to increase the amount of time for which election judges are paid. Currently, election judges are only paid for one hour of work before the polls open. Election judges often work for several hours longer than that before and after polls close.

The bill acknowledges the extended hours worked by election judges by increasing the paid time from one hour to two hours. 

As proposed, S.B. 1052 amends current law relating to the compensation of an election judge or clerk.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

SECTION BY SECTION ANALYSIS

SECTION 1. Amends Section 32.091(b), Election Code, as follows:

(b) Prohibits a judge or clerk from being paid for more than two hours of work, rather than one hour of work, before the polls open, except for payment made for work under Section 62.014(c) (relating to authorizing an election officer to make required changes to voter lists).

SECTION 2. Effective date: September 1, 2023.
