BACKGROUND AND PURPOSE

The Homeland Security Council is composed of members from across government. The council was created to provide advice and recommendations to the secretary of state on homeland security-related matters. The 83rd Texas Legislature passed multiple bills dealing with the council's composition. Updates are necessary in order to ensure the proper members are identified. S.B. 1598 seeks to remove references to specific legislative committees and adds broader terminology to ensure the committees with jurisdiction over veterans affairs and homeland security are included among the council's membership.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

S.B. 1598 amends the Government Code to remove specific references to named standing legislative committees with respect to the membership of the Homeland Security Council and to include instead general descriptions of those named committees' jurisdictions.

September 1, 2023.
