AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Museums and theaters increasingly serve alcohol as a means of generating new revenue. As this trend increases, the board of the Bob Bullock Texas State History Museum Foundation is always looking for ways to work with the State Preservation Board and the leadership of the Texas State History Museum to enhance the experience of visitors who tour the Bullock Museum and those who view movies in the IMAX and Spirit of Texas theaters.

 

Over the last year, the Foundation, the State Preservation Board, and the Bullock Museum leadership team have been evaluating opportunities relating to alcohol sales at multiple venues on the museum property. Although current law allows alcohol to be sold by third parties at catered private events at the Bullock Museum, the Bullock Museum will require legislative approval to sell alcoholic beverages to the public. Beer and wine sales have become an expected component of a cinema experience. The Bullock's IMAX, once a key revenue stream, is hobbled in its competition with other local venues. Peer museums that allow alcohol sales include the Houston Museum of Fine Arts, Chicago Museum of Natural History, and Cincinnati Museum Center.

 

S.B. 2060 would allow the Bullock Museum to offer alcoholic beverages for sale at property owned or controlled by the museum.

 

As proposed, S.B. 2060 amends current law relating to the sale, possession, or consumption of alcoholic beverages at the Texas State History Museum.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 445.003, Government Code, by adding Subsection (c) to authorize the Bob Bullock Texas State History Museum to provide for the public sale, possession, or consumption of alcoholic beverages on property owned or controlled by the museum.

 

SECTION 2. Effective date: upon passage or September 1, 2023.
