BACKGROUND AND PURPOSE

 

The Major Events Reimbursement Program allows local governments and site selection organizations to apply for state financial assistance to cover costs associated with conducting qualifying events. Currently, a Formula One automobile race is included among the events eligible for program funding. However, statutory language is too vague and could lead to the Circuit of the Americas not being able to access funds under the program. S.B. 2325 seeks to address this issue by specifying that the Formula One automobile race eligible for funding is the Formula One United States Grand Prix and including the national governing body of a sport that is recognized by any successor to Formula One Management Limited as an eligible site selection organization.

 

CRIMINAL JUSTICE IMPACT

 

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

S.B. 2325 amends the Government Code to revise the provisions including a Formula One automobile race and its related and associated activities among the events that are eligible for funding under the Major Events Reimbursement Program to specify that the particular race eligible for funding is the Formula One United States Grand Prix. The bill includes the national governing body of a sport that is recognized by any successor to Formula One Management Limited among the entities classified as a site selection organization for purposes of eligibility for funding under the program.
