            |  | A BILL TO BE ENTITLED | 
         
            |  | AN ACT | 
         
            |  | relating to the adoption of a comprehensive plan to protect oil and | 
         
            |  | gas infrastructure in this state. | 
         
            |  | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | 
         
            |  | SECTION 1.  Subchapter C, Chapter 81, Natural Resources | 
         
            |  | Code, is amended by adding Section 81.0661 to read as follows: | 
         
            |  | Sec. 81.0661.  OIL AND GAS INFRASTRUCTURE PROTECTION PLAN. | 
         
            |  | (a)  The commission shall develop and adopt a comprehensive plan to | 
         
            |  | protect this state's oil and gas infrastructure, including | 
         
            |  | wellheads and pipelines, from: | 
         
            |  | (1)  natural disasters; | 
         
            |  | (2)  severe weather events; | 
         
            |  | (3)  cybersecurity threats; | 
         
            |  | (4)  acts of terrorism; | 
         
            |  | (5)  widespread power outages; and | 
         
            |  | (6)  other potential threats to this state's oil and gas | 
         
            |  | infrastructure. | 
         
            |  | (b)  The commission may seek input from stakeholders when | 
         
            |  | developing the plan. | 
         
            |  | (c)  The commission shall periodically update the plan | 
         
            |  | developed under this section. | 
         
            |  | SECTION 2.  Not later than September 1, 2024, the Railroad | 
         
            |  | Commission of Texas shall adopt the initial oil and gas | 
         
            |  | infrastructure protection plan required under Section 81.0661, | 
         
            |  | Natural Resources Code, as added by this Act. | 
         
            |  | SECTION 3.  This Act takes effect September 1, 2023. |
