A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to the means by which schools are compared in the Public |
|
|
School Accountability System. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Section 39.053, Education Code, is amended by |
|
|
adding Subsection (c-4) to read as follows: |
|
|
(c-4) For purposes of Subsection (c)(2)(B), the |
|
|
commissioner may not compare the relative performance of a campus |
|
|
in a district in which student enrollment is based only on a |
|
|
student's residence and the relative performance of a campus in a |
|
|
district in which a student's parent or person standing in parental |
|
|
relation to the student is allowed to enroll the student at a campus |
|
|
other than the campus the student would attend based on the |
|
|
student's residence. |
|
|
SECTION 2. This Act applies beginning with the 2023-2024 |
|
|
school year. |
|
|
SECTION 3. This Act takes effect immediately if it receives |
|
|
a vote of two-thirds of all the members elected to each house, as |
|
|
provided by Section 39, Article III, Texas Constitution. If this |
|
|
Act does not receive the vote necessary for immediate effect, this |
|
|
Act takes effect September 1, 2023. |
