A BILL TO BE ENTITLED
 
AN ACT
  relating to a study of seawater desalination processes used in
  Israel and the feasibility of using similar processes in Texas.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  DEFINITION. In this Act, "center" means the
  Texas State University Meadows Center for Water and the
  Environment.
         SECTION 2.  STUDY. (a) The center shall conduct a study of
  seawater desalination processes used in Israel.
         (b)  In conducting the study, the center shall:
               (1)  identify the similarities and differences between
  the desalination processes used in Israel and the desalination
  processes used in this state;
               (2)  determine the feasibility and practicability of
  using the processes used in Israel for the desalination of water
  from the Gulf of Mexico; and
               (3)  provide any necessary information and
  recommendations for the use in this state of the desalination
  processes used in Israel.
         SECTION 3.  REPORT. Not later than January 1, 2025, the
  center shall report the results of the study conducted under this
  Act to the governor, the lieutenant governor, the speaker of the
  house of representatives, and the standing committees of the senate
  and the house of representatives that have jurisdiction over
  natural resources.
         SECTION 4.  EXPIRATION. This Act expires February 1, 2025.
         SECTION 5.  EFFECTIVE DATE. This Act takes effect September
  1, 2023.
