A BILL TO BE ENTITLED
 
AN ACT
  relating to a study by the Texas Education Agency on Asian American
  and Pacific Islander students enrolled in public schools.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  DEFINITION. In this Act, "agency" means the
  Texas Education Agency.
         SECTION 2.  STUDY REGARDING ASIAN AMERICAN AND PACIFIC
  ISLANDER STUDENTS. (a)  The agency shall conduct a study regarding
  students enrolled in public primary and secondary schools in this
  state that identify as Asian American or Pacific Islander.
         (b)  The study must:
               (1)  identify the number of students enrolled in public
  primary and secondary schools that identify as Asian American or
  Pacific Islander and assess the students' English language
  abilities;
               (2)  identify any areas in which the needs of Asian
  American or Pacific Islander students are not addressed; and
               (3)  assess whether schools are allocated sufficient
  resources to address the needs of Asian American or Pacific
  Islander students.
         (c)  In conducting the study, the agency may solicit input
  from parents or guardians, students, teachers, administrators, and
  school support staff.
         SECTION 3.  REPORT TO LEGISLATURE. Not later than December
  1, 2024, the agency shall prepare and submit to the legislature a
  report on the results of the study conducted under Section 2 of this
  Act and any recommendations for legislative or other action.
         SECTION 4.  EXPIRATION OF ACT. This Act expires September 1,
  2025.
         SECTION 5.  EFFECTIVE DATE.  This Act takes effect
  immediately if it receives a vote of two-thirds of all the members
  elected to each house, as provided by Section 39, Article III, Texas
  Constitution.  If this Act does not receive the vote necessary for
  immediate effect, this Act takes effect September 1, 2023.
