A BILL TO BE ENTITLED
 
AN ACT
  relating to assignment by the University Interscholastic League of
  schools to districts for purposes of competition.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter D, Chapter 33, Education Code, is
  amended by adding Section 33.090 to read as follows:
         Sec. 33.090.  ASSIGNMENT OF SCHOOLS TO DISTRICTS BY
  UNIVERSITY INTERSCHOLASTIC LEAGUE. The University Interscholastic
  League may not assign a school that is located in a county with a
  population of less than 500,000 to a district for purposes of
  competition if placement in that district would require the school
  to compete in playoff competition against a school that:
               (1)  has more than 2,100 enrolled students; and
               (2)  is located in a county with a population of 500,000
  or more.
         SECTION 2.  Section 33.090, Education Code, as added by this
  Act, applies beginning with the first University Interscholastic
  League reclassification that occurs on or after the effective date
  of this Act.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution. If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2023.
