A BILL TO BE ENTITLED
 
AN ACT
  relating to a memorandum of understanding between public schools
  authorizing a school marshal of one school to act as a school
  marshal at the other school during an event at which both schools
  participate.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Section 37.0811, Education Code, is amended by
  adding Subsection (i) to read as follows:
         (i)  A school district or open-enrollment charter school may
  enter into a memorandum of understanding with another school
  district or open-enrollment charter school under which a school
  marshal appointed to a campus of the district or school may
  temporarily act as a school marshal at a campus of the other
  district or school for the duration of an event occurring at the
  campus of the other district or school at which both districts or
  schools are participating. The memorandum of understanding must
  comply with the requirements for written regulations under this
  section and may be used to satisfy the requirement for written
  regulations or written authorization under Section 46.03(a)(1),
  Penal Code, to allow that school marshal to carry a firearm on the
  premises of the district or school at which the event occurs.
         SECTION 2.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2023.
