A BILL TO BE ENTITLED
 
AN ACT
  relating to a study by the secretary of state on the accuracy of the
  information contained in the statewide voter information database.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter C, Chapter 18, Election Code, is
  amended by adding Section 18.070 to read as follows:
         Sec. 18.070.  STUDY ON ACCURACY OF VOTER INFORMATION
  DATABASE. (a) The secretary of state shall conduct a study
  regarding the accuracy of the statewide computerized voter
  registration list and any related database. 
         (b)  The study conducted under Subsection (a) must include:
               (1)  an examination of the processes by which each: 
                     (A)  voter registrar provides voter registration
  information to the secretary of state under Section 18.061; and 
                     (B)  general custodian of election records
  provides voter participation information to the secretary of state
  under Section 18.069;
               (2)  a comparison of the voter information contained in
  the voter information database maintained by the secretary of state
  to the voter information contained in the database maintained by
  each county; and
               (3)  any other recommendations for legislative or other
  action to ensure that the statewide voter information contained in
  the database maintained by the secretary is synchronized with the
  information contained in the databases maintained by each county. 
         (c)  Not later than September 1, 2024, the secretary of state
  shall prepare and submit a report on the study's findings to the
  standing committees of each house of the legislature that have
  jurisdiction over elections.
         (d)  This section expires September 1, 2025. 
         SECTION 2.  This Act takes effect September 1, 2023.
