A BILL TO BE ENTITLED
 
AN ACT
  relating to crosswalk marking requirements.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Chapter 544, Transportation Code, is amended by
  adding Section 544.014 to read as follows:
         Sec. 544.014.  CROSSWALK MARKING REQUIREMENTS. (a)
  Notwithstanding any other law, a local authority shall indicate a
  marked crosswalk with one of the following:
               (1)  solid white lines that are longitudinal,
  transverse, or diagonal; or
               (2)  a Texas-themed mural described by Subsection (b).
         (b)  A Texas-themed mural authorized by Subsection (a)(2)
  must:
               (1)  completely fill the boundaries of the marked
  crosswalk;
               (2)  have a white, black, or unpainted background; and
               (3)  feature the shape of the State of Texas, painted in
  the manner of the Texas flag.
         (c)  A municipality with a population of 100,000 or more
  shall identify the five intersections that are most used by
  pedestrians in the municipality and indicate each marked crosswalk
  in those intersections with a Texas-themed mural described by
  Subsection (b).
         SECTION 2.  (a) Notwithstanding Section 544.014(c),
  Transportation Code, as added by this Act, a municipality is not
  required to comply with that subsection until September 1, 2025.
         (b)  Not later than September 1, 2025, each municipality with
  a population of 100,000 or more shall conduct a study to identify
  the five intersections that are most used by pedestrians in the
  municipality.
         SECTION 3.  This Act takes effect September 1, 2023.
